According to the White Paper, and everything else we have seen, the following benefits will not be included in the Universal Credit: 

 

Contribution-based benefits

  • Contribution-based Jobseeker's Allowance
  • Contribution-based Employment and Support Allowance

[Contribution-based benefits will not be part of the Universal Credit, but may be administered through the same IT system as Universal Credit]

Pension-age benefits

  • Pension Credit
  • State Retirement Pension

and these other benefits:

  • Child Benefit
  • Council Tax Benefit (click here for comment)
  • Housing Benefit for pension-age applicants*
  • Attendance Allowance and Disability Living Allowance
  • War Pensions and Armed Forces Compensation Scheme
  • Student Finance
  • Community Care Grants
  • Crisis Loans
  • Bereavement benefits
  • SSP
  • SMP
  • Maternity Allowance
  • Industrial Injuries Disablement Benefit

 

The position of Carer's Allowance is uncertain, but the White Paper published 11/11/10 (Universal Credit: welfare that works) tells us that the Government is considering changes to Carer's Allowance to "provide clearer, more effective support for carers." 

 

*The wording of the White Paper implies that Housing Benefit for pension-age applicants will be rolled-in to the housing costs scheme that already exists within Pension Credit.
